Revised OSHA Rules for Electric Utilities

UPDATE: OSHA, EEI, and IBEW have worked together to develop compliance guidance that addresses many significant elements of the new standard.

Below is a basic description of each document:

Settlement Agreement
Exhibit A – negotiated compliance guidance
Exhibit B – enforcement policy addressing fall protection issues
Exhibit C – enforcement policy outlining extended compliance dates
Exhibit D – policy document addressing line-clearance tree trimming (line-clearance tree trimming work is only covered by 1910.269 if the purpose of the work is to clear the right-of-way on behalf of a utility)

 
In the spring of 2014, the Occupational Health and Safety Administration (OSHA) published the final rule on workplace safety standards for the electric generation, transmission, and distribution industry. The rule updates the construction standards (Subpart V), as well as amends the general industry standards (§1910.269) to ensure both standards are better aligned. The final rule is 1607 pages long, and KMU staff has spent the past couple of months analyzing how the rule will affect member utilities’ operations.
